Every report contains three authorities:
1. Create report template
The default template creator could modify, fill and read the template that is created by himself.
2. Write Authority
It allows user to fill, read and update the actual report that is created by himself.
3. Read Authority
Read Authority allows user to read an existing report.
It is set at the "Management Console" -> "Organization" by both template creator predefined report 'performing department' and 'send to department.
